The 23rd Abuja International Film Festival (AIFF 2026) successfully brokered a milestone strategic meeting to expand the commercial film pipeline between Nigeria and China.
The high-level session, facilitated by Fidelis Duker, the Founder of the Abuja International Film Festival, brought together Dr. Shaibu Husseini, the Executive Director/CEO of the National Film and Video Censors Board (NFVCB), along with his top management team, and a powerful Chinese delegation co-led by Mr. Bai Yimin, Chairman of Huaxia Film Distribution Co. Ltd., alongside senior officials from the China Film Administration. The strategic meeting centered entirely on establishing a robust framework for distribution, licensing, cross-border classification, and a bilateral exchange of technical skills.
A Four-Pillar Framework for Nigeria-China Cinema
To bridge the gap between Nollywood and the world’s largest theatrical market, the regulatory bodies and industry leaders focused on four critical areas:
Theatrical Distribution Pipelines: The delegations mapped out strategies to allow legally vetted Nigerian films to enter China’s massive network of 96,000 screens. Concurrently, the NFVCB will facilitate authorized theatrical channels for Chinese films across West Africa, cutting out piracy bottlenecks.
Streamlined Licensing Mechanisms: Both regulatory bodies agreed to simplify the legal documentation and rights-acquisition processes. This structural alignment ensures that filmmakers can securely license their intellectual property across borders without facing exhausting bureaucratic delays.
Co-Classification Standards: Dr. Husseini and the China Film Administration officials began discussions on a mutual understudying of each country’s censorship and rating systems. Establishing compatible classification guidelines will ensure that content meets regional cultural and regulatory standards before shipment, avoiding costly theatrical rejections.
Bilateral Exchange of Skills: Recognizing the need for technical parity, the Chinese delegation committed to supporting the board and local industry with technical expertise. This includes knowledge-transfer programs in advanced cinematic technology, modern film curation, and digital archiving to upscale the technical capacity of Nigerian industry practitioners.
Continuing the Mission in Beijing
To solidify these agreements into binding policies, the China Film Administration formally extended an invitation to the NFVCB Executive Director to visit China. This upcoming diplomatic follow-up will finalize the co-classification and licensing protocols, paving the way for a highly integrated, legally sound commercial ecosystem between Nollywood and Chinese cinema—a landmark collaboration made possible by the vision of AIFF Founder Fidelis Duker.
